The TU3-H4E is BUS powered and shares the following total watts across all ports.
If connected to a USB 3.0 host connection: 4.5 Watts total (max.)
If connected to a USB 2.0 host connection: 2.5 Watts total (max.)

The TU3-H4E is backwards compatible with USB 2.0 and USB 1.1.
